This site, provided by Navigant Consulting, Inc., is your primary source of information for the SREC-Based Financing Program ("Program"). It is provided for Jersey Central Power & Light Company ("JCP&L"), Atlantic City Electric Company ("ACE"), and Rockland Electric Company ("RECO"). 9/26/2016Round 4 Results

Thank you to those who have participated in the 4th Round of the NJ SREC-II Based Financing Program.  At this time, Awards under the SREC-II Based Financing Program have been communicated to successful bidders.

8/15/2016Schedule Update

​Results from Round 4 of the SREC-II program solicitation are now expected to be announced shortly after the September 23, 2016 NJ BPU Board meeting.

The next solicitation round, Round 5 of the NJ SREC-II program, is expected to be issued shortly thereafter.

Please note the following revision to the RFP bid rules:

  • On Page 19, the Developer Caps noted were corrected to reflect 20% of the total Program Capacity per the BPU Orders dated December 18, 2013, as follows:

5/16/2016RFP Overview Webinar Conducted

​The 1st RFP Overview Webinar has been conducted.  A second RFP Overview Webinar will be scheduled for those who were unable to attend.

5/9/2016​RFP Addendum #1
Please note that the RFP bid rules have been revised as follows: 
  • The target quantity noted for Segment 2 under JCP&L has been revised and corrected from 11,841 kW to 10,365 kW.
  • Clarification has been added to note that the target quantities are in kW DC.
In addition, please note the following changes to the Consolidated Bid Application:
  • On Page 7, the "Site of the Project" line has been clarified to be the "Size of the Project in kW DC."
  • In addition, an additional line has been added to request the "Size of the Project in kW AC."
The RFP Documents available on the RFP web site have been revised to reflect the above information, as follows: To download the above attachments, please right click on each and click on "Save Link As" (or "Save Target As") to download the document to your local drive.  Alternatively, you may open the document and then click on "File>Save As" within Adobe Reader or Microsoft Word to save the files locally.

Round 4 of the SREC-II Program Solicitation has been launched.​

Please note that certain circuits in the ACE, JCP&L, and RECO service territories may be restricted to Solar PV installations or have other notable limitations.  See the Restricted Circuit Info page for details.​


What is this RFP for?

Atlantic City Electric Company (“ACE”), Jersey Central Power & Light Company (“JCP&L”), and Rockland Electric Company (“RECO”), (collectively referred to as  the Electric Distribution Companies (“EDCs”) and each, individually, as an “EDC”), are issuing this Request for Proposals (“RFP”) to select solar projects (“Project” or  “Projects”) with which to enter into contracts for the purchase of Solar Renewable Energy Certificates (“SRECs”), based on the proposed price of each Project’s SRECs. Through this RFP, the EDCs will only contract for the purchase of SRECs for the term of the SREC Purchase and Sale Agreement (“SREC PSA”), and not for energy or capacity associated with any Project.
